Moroccan human traffickers are training migrants in the use of paragliders so that they can fly over the high border fence and into the Spanish enclave of Ceuta in North Africa.
“Air raids” are a new and creative way of entering Spain and thus Schengen. So far, migrants have attempted to climb over the fence, swim around it, or hide in vehicles. Now an “airborne” approach is being tested.

From October 2025 to February 2026, several cases have been documented of migrants from sub-Saharan Africa attempting or succeeding in using paragliders to enter Ceuta or Melilla. They have taken off from mountainous areas on the Moroccan side and landed inside Ceuta. In some cases, the Guardia Civil have found abandoned paragliders.
Spanish authorities describe the methods as risky, costly, and technically demanding. For the time being, they do not expect large-scale “air raids”, but the development of the smugglers’ creativity concerns them.

Paragliding requires a level of skill that takes time to acquire. A source in the Guardia Civil has warned:

Neither Spanish nor Moroccan authorities have spoken of systematic training on a larger scale.
