Mayor Ali Rabeh of Trappes, the French municipality recently hit by a racist terrorist attack in which one person was killed and seven injured, wants to ban the ‘Great Replacement theory’, reports Le Figaro.
On 23 October, a 39-year-old man, identified as Kevin T., drove around Trappes, where he has admitted to specifically targeting people of Muslim or African origin. Pengo Bossio Wangi, aged 26, was killed, and several of the other victims suffered life-threatening injuries.
Rabeh now believes that action must be taken on an ideological level, according to the French newspaper.
The theory, put forward by Renaud Camus, claims that ‘the white population’ is to be replaced by ‘mass immigration’. Although there are already provisions prohibiting incitement to racial hatred, the mayor believes these are “insufficient”.
“The law must be tightened”, he demands in an interview with France Inter. According to him, it is not a question of “banning ideas”, but of “banning the rhetoric of those who believe there is an ‘internal enemy’ by singling out an entire segment of the population and labelling them as ‘intruders’”.
Rabeh believes this would require a constitutional amendment.
“It is entirely possible to introduce a provision into Article 24 of the 1881 law on freedom of the press stating that, from now on, we will make this illegal and punish it with penalties precisely set out in Article 23 of the same law”, he explains. With this proposal, Ali Rabeh, who is close to Benoît Hamon, is taking direct aim at the former 2022 presidential candidate, Éric Zemmour, who has been convicted on several occasions of ‘incitement to discrimination, hatred or racist insults’.
It is in the 2011 book *Le Grand Remplacement* that Camus describes how, over the course of a few generations, the populations of France and Europe are being replaced by people of non-European descent through immigration and higher birth rates.
A UN report from the year 2000 coined the term ‘replacement migration’ in its title, which read: ‘Replacement Migration: Is it A Solution to Declining and Ageing Populations?’.
