Ukraine has carried out a large-scale drone attack on Moscow’s largest oil refinery, and the Russian military has failed to shoot down all of the drones. The refinery is on fire. Russians are experiencing fuel-supply problems across the vast country. Fuel must be transported over long distances to compensate for lost capacity.
